It could be a horny tip, these are pimple-like neoplasms on the penis. They occur in the coronal groove at the edge of the glans or at the transition between the glans and the shaft of the penis. In some men they are small and barely noticeable. Others develop small papules between one and three millimeters in size. Horn tips are harmless and not a disease. They are not contagious. They do not hurt or itch. However, if you develop small (genital) warts in several places, including in the skin area around the penis, then it could also be HPV and you should show this to a urologist.
